The US Army Corps of Engineers is seeking a Contract Specialist to join our team in Kuwait. This role is essential for the execution of solicitation, award, and administration of various military design, construction, and professional services contracts. Key Responsibilities

  • Contract Execution: Manage the solicitation, award, and administration of military design, construction, and supply contracts.
  • Negotiation Oversight: Review all Construction Branch activities related to contract negotiations, including preparing necessary justifications and authorizations.
  • Source Selection: Develop source selection plans, conduct evaluations, and ensure evaluators are properly trained per solicitation requirements.
  • Proposal Evaluation: Evaluate contractor proposals, establish objectives, and lead negotiation teams consisting of engineers, cost estimators, legal staff, and auditors.
  • Contract Management: Oversee activities of assigned Administrative Contracting Officers (ACO) and Contracting Officer Representatives (COR).
  • Dispute Resolution: Review and decide on contractor Requests for Equitable Adjustment, claims, and other disputes.
  • Advisory Role: Advise District and/or Division personnel on all aspects of procurement planning.

  • Medical Examination: Must satisfactorily complete a medical examination for deployment.
  • Passport and Visa: Obtain and maintain an official US passport and visa as applicable.
  • Work Schedule: May entail extended shifts of 12-16 hours a day.
  • Living Conditions: Living conditions may vary from basic amenities to limited utilities.
  • Security Clearance: Requires possession of or ability to obtain a Secret security clearance.
  • Emergency Essential: Perform duties during crises until relieved by proper authority.
  • Immunization Screening: Completion of the Anthrax vaccination series is required.

Qualifications

  • Education:
    • Bachelor’s degree from an accredited institution with at least 24 semester hours in fields such as accounting, business, finance, or law.
    • OR: Exemption for current DoD employees in GS-1102 positions with prior contracting authority.
  • Specialized Experience: At least one year of specialized experience related to reviewing solicitations, contract terminations, and guiding the preparation of contracts using negotiated source selection procedures.
  • Time in Grade: Applicants must have 52 weeks of Federal service at the next lower grade (GS-12) within the last 52 weeks.

  • This position may be filled as a time-limited promotion, reassignment, or change to lower grade, not to exceed 1 year for current permanent Army employees.

  • Proof of U.S. Citizenship is required.
  • Direct Deposit of Pay is required.
  • Position may require wearing a uniform and/or protective clothing.
