Key Responsibilities:

  • Oversee project processes to deliver Major Projects within budget, timelines, safety targets, and procurement solutions.
  • Monitor the activities and performance of appointed PMCMs, Cost Consultants, Design Consultants, Contractors, and Suppliers to ensure compliance with commercial and contractual obligations.
  • Ensure that Major Projects align with organizational strategy from initiation to commissioning and handover, collaborating with other MPD Sections.
  • Manage all commercial aspects of engagement with PMCMs, Cost Consultants, Design Consultants, and handle contracts and legal matters.
  • Administer the entire procurement, contract, and commercial functions from project inception to completion, implementing best practices to maximize value and minimize risk.
  • Delegate project tasks among team members based on strengths, skills, and experience levels, ensuring efficient project execution.
  • Set up, manage, and modify cost control and contract management systems for all MPD projects.
  • Prepare, review, and manage project budgets and cash flows in partnership with Cost Consultants, tracking project costs to meet budget and deadlines.
  • Review payment applications and invoices from Consultants, Contractors, and Suppliers for alignment with contracts.
  • Participate in the tender process and evaluation, ensuring compliance with company procedures for new and existing project contracts.
  • Advise on procurement strategies and oversee project procurement processes to ensure compliance with tendering procedures and rules.
  • Liaise with internal and external parties, regulatory bodies, and stakeholders to ensure projects align with commercial and contractual frameworks.
  • Manage contracts with PMCMs, Consultants, Contractors, and Suppliers, assigning tasks and communicating deliverables.
  • Establish and manage a change management system to evaluate changes/variations to contracts.
  • Assist in settling contractual disputes by analyzing claims and advising on dispute resolution options.
  • Provide regular updates to the Senior Project Director, Client, and stakeholders regarding commercial and contract strategies.
  • Prepare reports on contracts and commercial status for upper management, escalating any variances as necessary.
  • Facilitate commercial and budget meetings/workshops to communicate objectives and adjust strategies based on financial analysis.
  • Perform other departmental duties as directed by the Head of the Department.

Qualifications:

  • Bachelor’s Degree or equivalent with a minimum of 10+ years of job-related experience.
  • Recognized degree in Quantity Surveying, Engineering, Construction Management, or equivalent with at least 25 years of relevant experience.
  • Minimum of 25 years of professional experience in quantity surveying and cost management of large/complex projects.
  • At least 10 years of professional experience in pre- and post-contract functions for large international airport (>20 MAP) or large multi-phase projects (operational airport experience preferred).
  • Minimum of 5 years of experience in contract administration for Project Management Construction Management and Consultancy Contracts.
  • At least 10 years of site experience.
  • Registered as a Chartered Quantity Surveyor (MRICS) or equivalent.
  • Proven experience in leading commercial, contract, legal, and finance teams.
  • Familiarity with aviation rules and regulations applicable to construction activities.
  • Proficient in quantity surveying and cost management software/systems.
