Responsibilities

As the Billing Manager, you will be responsible for the following key tasks:

  • Supervising Billing Services: Oversee all billing-related activities within the program, including reviewing general ledger accounting, accounts payable, budget analysis, and payroll to validate the accuracy of billing items.
  • Financial Reporting: Ensure all financial reports are prepared on time and reviewed thoroughly. These reports must comply with both company and financial standards, such as GAAP (Generally Accepted Accounting Principles) and Federal Acquisition Regulations (FAR).
  • Strategic Business Planning: Assist senior management in developing strategic business plans and forecasts. Monitor actual performance against budget forecasts to ensure that cash/collections forecasts provide an accurate view of the program’s financial position.
  • Financial Compliance: Ensure that all financial procedures are compliant with Cost Accounting Standards (CAS), Sarbanes-Oxley (SOX) regulations, and other applicable financial regulations.
  • Audit Management: Act as the point of contact for internal and external auditors, ensuring that all financial records are accurate and easily accessible for review.
  • Consulting and Controls: Work closely with senior management and other departments to advise on financial matters. Develop and implement financial controls, conduct reviews of program areas, and monitor key performance metrics.
  • Additional Duties: Perform other financial tasks as assigned, including preparing and analyzing various financial reports, ensuring continuous improvement of financial operations, and participating in accounting period closures.

Qualifications

The ideal candidate for the Billing Manager position will meet the following qualifications:

  • Education:
    • A Bachelor’s degree in Accounting, Finance, or a related field is required.
    • MBA or CPA certification is highly preferred and will give candidates a competitive edge.
    • One year of relevant experience may be substituted for one year of education if necessary.
  • Experience:
    • A minimum of 7 years of professional experience in accounting and finance, with expertise in handling billing, cash forecasting, and compliance.
    • At least 3 years of management experience is required, demonstrating the ability to lead and supervise a team effectively.
    • Experience working in operations with multiple locations or managing finances across a large, distributed network is preferred.
  • Skills:
    • Thorough Knowledge of Financial Standards: A deep understanding of financial regulations, including GAAP, FAR, CAS, and SOX.
    • Leadership and Supervisory Skills: Proven ability to manage teams, prioritize tasks, and ensure the successful completion of financial operations.
    • Communication Skills: Excellent verbal and written communication skills for interacting with senior management, auditors, and other stakeholders.
    • Analytical Thinking: Strong problem-solving skills with the ability to interpret financial data and recommend effective solutions.
    • Technology Proficiency: Familiarity with financial software and systems, as well as the ability to analyze and present financial data in a clear, accessible manner.
