Regional Program Procurement Manager

Vectrus is seeking a highly skilled Regional Program Procurement Manager to join our team in Kuwait. This role is crucial in enhancing the competitiveness and profitability of our programs by developing regional and local sourcing strategies that provide the best total cost solutions. Reporting to the Senior Director of Supply Chain, the successful candidate will manage procurement operations, develop supplier relationships, and ensure compliance with U.S. government procurement policies. This position requires strong business acumen, leadership, and experience working with cross-functional and remote teams.

Responsibilities

As a Regional Program Procurement Manager, your primary responsibilities will include:

  • Managing procurement activities for assigned regions, ensuring compliance with Federal Acquisition Regulations (FAR) and company procedures.
  • Qualifying suppliers, issuing Requests for Proposals (RFPs), evaluating proposals, and documenting cost and price analysis.
  • Executing subcontracts with clauses, terms, conditions, technical specifications, and statements of work, ensuring full compliance.
  • Developing and maintaining business relationships with key suppliers, vendors, and subcontractors.
  • Deploying to project sites with little notice to oversee phase-in and phase-out activities, and train staff on procurement processes.
  • Providing direct support to programs, acting as a Supply Chain liaison for task orders, and participating in onsite meetings and audits.
  • Resolving vendor issues, expediting deliveries, and tracking material requests to ensure timely project execution.
  • Identifying and onboarding reliable suppliers to support the mission, ensuring compliance with U.S. government contracts.
  • Coordinating with functional areas such as Startups and Closeouts for task orders, and preparing responses to customer inquiries.
  • Using specialized knowledge to solve procurement challenges, and continuously looking for process improvements.
  • Supporting both internal and external audits, ensuring procurement actions align with legal and financial interests.

Qualifications

Education

  • BS/BA Degree in a relevant field. Equivalent experience may be considered for some educational requirements.

Experience

  • Minimum of 3 years of experience working in a professional business environment.
  • 2 years of experience working with contracts or subcontracts is preferred but not mandatory.
  • Experience working with U.S. Government contracts or subcontracts is advantageous.
  • Prior experience managing procurement for U.S. firms conducting business internationally is highly desirable, particularly in locations such as Korea.

Skills

  • Strong business acumen and proven ability to develop and manage procurement strategies.
  • Expertise in procurement processes, contract management, and supplier negotiations.
  • Proficiency in Microsoft Excel for processing and analyzing large volumes of data.
  • Familiarity with U.S. Government procurement policies, particularly FAR and DFAR (Defense Federal Acquisition Regulations).
  • Ability to work effectively with remote teams and across multiple departments.
  • Excellent communication and interpersonal skills, with the ability to train staff and work with suppliers unfamiliar with U.S. Government contracts.
  • Strong problem-solving skills with the ability to manage priorities in a fast-paced, demanding environment.

Working Conditions

  • This position is hybrid, requiring both in-office and remote work.
  • Occasional travel to project sites may be required on short notice.
  • Must be able to work in a fast-paced, dynamic environment with minimal supervision.
