Vectrus is seeking an experienced Property Supervisor to manage the Property Management System for a major contract in Kuwait under the LOGCAP program. As a Property Supervisor, you will report to the Assistant Property Manager or Property Manager and oversee the handling of government-owned property, ensuring compliance with U.S. government regulations, particularly FAR Clause 52.245-1. You will provide guidance, mentorship, and training to your team, ensuring that all property is accounted for, documented, and managed according to the contract and government regulations. This position requires a high level of organization, leadership, and attention to detail, making it ideal for those with strong backgrounds in logistics, property, or supply chain management.
Responsibilities
The Property Supervisor will be responsible for overseeing the entire lifecycle of government property. Key responsibilities include:
- Lifecycle Management: Manage all 10 Life Cycle Outcomes including acquisition, receiving, records, physical inventory, subcontractor control, reporting, relief of stewardship, utilization, maintenance, and property closeout.
- Regulatory Compliance: Ensure that property management follows Federal Acquisition Regulations (FAR), Part 45, 52.245-1, and other company policies. Comply with the Vectrus Property Control Plan, Performance Work Statement (PWS), and CDRLs.
- Fiduciary Management: Supervise fiduciary accounts in coordination with Theater and Installation Property Book Offices to maintain accurate records.
- Government Furnished Property (GFP) and Contractor Acquired Property (CAP): Ensure that GFP and CAP items are accurately tracked, documented, and entered into the Vectrus Property Book using the IBM Maximo System.
- Inventory Control: Manage and oversee all inventory activities, including random, sensitive, cyclic, and 100% inventory checks.
- Report Preparation: Prepare and submit comprehensive property reports to the U.S. government and internal stakeholders.
- Training and Compliance: Train and coordinate with property custodians to ensure they follow proper procedures for managing property.
- Data Analysis: Conduct data analysis, risk assessments, and resource requirement evaluations to optimize property management practices.
- Property Movement and Transport: Supervise the movement of property across different locations and ensure it is handled and documented appropriately.
- Regulation Governance: Follow and implement guidelines per Army Regulations (AR 710-2), DA PAM 710-2-1, CTA 50-909, and other relevant property governance documents.
Qualifications
The ideal Property Supervisor candidate will meet the following qualifications:
- Education:
- High School Diploma or equivalent is required.
- Associate’s Degree with two years of experience or a High School Diploma with six years of related experience.
- Certified Professional Property Specialist (CPPS) certification from the National Property Management Association (NPMA) is preferred but not required.
- Experience:
- At least three years of experience in property management, preferably in a military or government contract environment.
- Related military experience in Property, Supply, or Logistics is highly desirable.
- Must be familiar with regulations such as FAR, DFAR, and Army Regulations.
- Skills:
- Proficient in Microsoft Office Suite and other asset management systems, particularly IBM Maximo.
- Strong analytical, problem-solving, and communication skills.
- Ability to lead and train teams, ensuring compliance with regulations and maintaining a high level of accuracy in property management.
- Organizational and Time Management skills are crucial to meet deadlines and prioritize tasks effectively.
- Certifications and Licensing:
- Must be CAC eligible (able to obtain a Common Access Card).
- A valid Home Country Driver’s License and the ability to obtain a U.S. Government and Host Nation Driver’s License are required.
Working Conditions
The position is based in Kuwait, and candidates must be capable of working in extreme environments. Conditions may include:
- Temperature Extremes: Working in an environment where temperatures exceed 120 degrees Fahrenheit in the summer and drop to around 30 degrees Fahrenheit in the winter.
- Adverse Conditions: The work environment may include dusty, dry, and harsh conditions, both indoors and outdoors, often resembling a desert climate.
- Physical Requirements:
- Light physical work: Includes lifting up to 20 pounds, standing or sitting for extended periods, climbing, and handling property.
